At the end of Extra Time and before penalties can a manager substitute a player if for example in the final minute of Extra Time he was injured?

Finlay, Thanks for your question. The quick answer is NO.
A manager can only substitute an injured player during the match and this does include extra time. After extra time has finished only the players that were on the park at the final whistle are allowed to take kicks.

Therefore the manager would need to be very quick to be allowed to substitute a player, in the last minute, in preperation for deciding the match by Penalty Kicks.

A player goes down injured, without being fouled, and a player from his own team puts the ball out of play to allow treatment to the player. Do the opposing side HAVE to give the ball back from the resultant throw in ?

Strictly speaking, the answer is NO - there is nothing in the Laws Of The Game to cover this situation, and the game restarts as normal with the Throw-In to the opposing team.
However it has become customary, for the sake of sporting behaviour, for one team to concede possession back to the other in these cases.
This cannot be enforced by the referee, and there is real scope for problems should one side choose to ignore this "convention" - you may remember the controversy following the Arsenal v Sheffield United FA Cup tie in 1999, which ended with the match being replayed.

iwould like some clarification on the 10 yard rule. is it in operation in this country. is the only reason for moving the ball 10 yards forward at a free kick, dissent or a booking for dissent. is refusing to retreat at this time also punishable.

The “10 yard” rule is not in operation in Scotland, although it is being tried out in England. The SFA experimented with it in CIS Cup matches a couple of seasons ago but the 10 yard move forward had to be accompanied by a caution for the offending player and this limited its effectiveness. It applied in cases of dissent/delaying the restart of play/encroachment etc.
